PART I: SUMMARY OF SOME IMPORTANT LEGAL DEVELOPMENTS
On June 20, 2013, the Ministry of Human Resources and Social Security issued the Implementing Measures on Administrative Licensing of Labor Force Dispatchment. The Measures provide governmental licensing departments in charge of labor force dispatchment, requirements for engaging in labor dispatchment business, procedures for administrative licensing examination and approval, and supervision and inspection over labor dispatching business. (See No. 12 below)

Foreign Investment
1. On May 30, 2013, the State Council issued the Decision on Revising the "Regulations of the People's Republic of China on the Administration of Foreign-Funded Insurance Companies". The Decision came into effect on August 1, 2013.

2. On May 7, 2013, the Ministry of Finance issued the Operating Rules on Transactions of State-owned Property Rights by Central Cultural Enterprises. The Rules came into effect on June 1, 2013.

3. On May 7, 2013, the Ministry of Finance issued the Notice on Strengthening the Administration over Transactions of State-owned Property Rights by Central Cultural Enterprises. The Notice came into effect on the date of issuance.

Foreign Exchange
4. On July 18, 2013, the State Administration of Foreign Exchange issued the Guidelines for Foreign Exchange Administration of Service Trade and the related Implementation Rules. The Guidelines and the related Implementation Rules will come into effect on September 1, 2013.

5. On July 1, 2013, the General Office of the State Council issued the Guiding Opinions on Finance Supporting of Economic Structure Adjustment, Transformation and Upgrading, which came into effect on the date of issuance.

6. On June 25, 2013, the Ministry of Finance issued the Notice on Printing and Distributing the Measures for the Pilot Scheme of Self-Issuance of Bonds by Local Governments in 2013. The Notice came into effect on the date of issuance.

Insurance
7. On May 31, 2013, the Supreme People’s Court issued the Interpretations on Several Issues Concerning the Application of the "Insurance Law of the People's Republic of China" (II). The Interpretations came into effect on June 8, 2013.

8. On June 7, 2013, the China Securities Regulatory Commission and China Insurance Regulatory Commission issued the Measures for the Pilot Program of Investment in and Establishment of Fund Management Companies by Insurance Institutions. The Measures came into effect on June 18, 2013.
